Resident Liability & Personal Contents Programs (RLP/PCON)

What is RLP & PCON?


We offer RLP (Resident Liability Program) to our resident's as a way to internally satisfy our $100,000 liability per responsible occupant requirement. We have partnered with POPIC (Property Owner's Protection Insurance Company) to help us meet the requirements, file claims, etc. We also offer an optional personal content coverage through Habitat.

 

Specifics:


Liability: Internal (POPIC: RLP)


HRA requires that all responsible occupants have $100,000 in liability protection.  RLP is the Entrata charge code used for our internal Liability program. Sites must properly enroll residents in RLP, should the resident choose to use our program. This can be done by:

  1. Adding an $16 monthly RLP charge (through 2025) in Entrata. This charge is per person who wants to enroll.
  2. Updating lease paperwork


There is no deductible on on RLP. Residents MUST be paying for the service at the time the incident occurred to be covered/eligible for a claim. Children under the age of 25 are included on a parent/guardian's plan. Guests are covered. Here is a link you can provide your residents with more information.


RLP claims are be filed by the property, NOT the resident (see attachments below for details). There will only be 1 RLP claim necessary per incident, as only 1 person is at fault in a liability claim.


RLP by itself does NOT include personal property coverage. See below for information on how to add personal content coverage internally.

 
Liability: External


If a resident chooses to opt out of the internal RLP program we provide, they must provide a third party liability policy that meets our requirements. Residents must opt out at: https://portal.confirminsurance.com/s/

To register via this link, residents must select new user & input the same email that is listed in Entrata. Here, they can upload a third party policy. Opt-out forms are not required if a resident opts out through the website. Sites can no longer approve policies internally. POPIC will approve policies & handle billing. Popic will only accept US/domestic policies. Please let residents know that foreign or international policies will not be approved. RLP charges will push to Entrata on the 29th of each month. They should no longer be included in any kind of Entrata billing.

Third party policies must have the following:

  • Coverage must have the correct name, correct address (including bedroom if necessary), correct dates, & include $100k liability.
  • HRA-Property Name (insert your correct property name) MUST be listed as a additional interest, certificate holder, or interested party. This will allow the Confirm Insurance team to verify these third party policies & be notified of policy changes, lapses, etc. Use email HRA.RLIP@PopicLLC.com or this address:

  • Note- Personal Contents coverage is not required for a third party liability plan to be approved, but we recommend it.


Personal Contents: Internal (Habitat: PCON)


PCON is the Entrata charge code used for our optional internal personal content program. This service is offered through Habitat which partners with POPIC. Personal contents can be added to any third party plan, or with RLP, but are not covered through RLP or liability coverage itself. Make sure to explain the difference in liability & personal contents coverage to your residents.


PCON is an additional $5.50 monthly charge per person (through 2025) who wants to enroll. PCON plans have a $500 deductible with $5k worth of coverage available. Residents MUST be paying for the service at the time the incident occurred to be covered/able to file a claim. Children under the age of 25 can be included on a parent/guardian's plan. Guests are NOT covered. 


While only one liability claim can be filed due to fault, more than one personal content claim can be filed if necessary. If multiple residents have items stolen &/or damaged, each paying resident can file a claim to cover his/her belongings. Belongings must have proof of purchase to be claimed, ie receipts, credit card statements, etc.


If a resident would like a copy of his/her policy, you can provide the attached Habitat Personal Content Policy form. 

POPIC will approve PCON opt outs, but properties are in charge of handling the billing. Make sure PCON is included in your Entrata charges as necessary.

 

Personal Content: External


PCON is an optional, yet recommended, service. Residents can add it to any third party policy they have but they are not required to. If a resident chooses to opt out our PCON program, they must visit HRA.ConfirmInsurance.com/ppp-opt-out & complete the online opt out. We can only remove the charge once the opt out is confirmed. Opt-out forms are not required if a resident opts out through the website.

 

Tracking & Auditing:


The RLP Popic portal can be found at https://popic.my.site.com/ClientPortal/s/login/. Property logins are shared & tied to the leasing email. On this portal, you can find information about RLP coverage & opt outs.


PCON information is not found on the portal since Popic does not handle the billing for it. Every Thursday, there's an email that goes out to your property leasing email that states who has opted out of the program. Reference this email for specifics about PCON opt outs & edited scheduled billing accordingly.
